blueford's parents are desperate to know more about the night an oakland police officer shot and killed their son. and tonight, with help from protesters, their voices were heard. >> we're not leaving here without being dragged out of here. there's hundreds more behind us. and then, there will be thousands. there will be no business as usual until there's justice for alan blueford. >> reporter: protesters demanding a police report about a shooting in may, taking over the city council meeting for the second time. city leaders closed gallery seating and limited the number of people allowed into the meeting. leaving a crowd of protesters in the hall, demanding access. wrestling with police when the gallery doors opened. back inside, alan blueford's mother, shouted for answers when her microphone was turned off. >> it's not right.

>> reporter: hoping to conduct city business, council urged the family to work with city leaders. >> don't just come and yell. that doesn't change anything. come and work with us to change the policies and procedures. >> reporter: after nearly two hours, councilman larry reed handed the family his copy of the police report. a thick document oakland police released today. blueford's mother says it's a shame it took five months to get the answers she needs. >> we want answers. and i feel as his mother, that's my right. >> reporter: a family attorney says blueford had a gun the night he was shot and killed. but said he was not fired. now, the police report was just piece of the blueford case. the district attorney office and the oakland police department is investigating that shooting and will decide if it was justified.

just into our newsroom, oakland is the first u.s. city to offer combination government i.d.s and bank cards to all citizens. city council members voted to give the final go ahead during tonight's session. all residents can get a card. the debit card fax function keeps people from having to carry cash. the cards will roll out in 60 to 90 days. the price will be a one-time fee of $10 for minors and senior citizens and $15 for adults. richmond is considering a similar program. it was standing room only at milpitas city council meeting. the topic, outsourcing the police department.

citizens attended to tell the mayor why they don't think it will work for their city. when the community found out they turned to facebook to gather support against that idea. >> we kind of have become the face of the community. and as a result of that, we've heard a lot of feedback from people that they want to keep those kind of services in this community. >> i have no idea what your financial situations are, where you are looking for money. but do not take it away from our police and fire departments. >> council members agree that outsourcing should be voted on by the people of milpitas. so, they agreed to have a vote on a resolution. he went for a ride on his harley two weeks ago. and he hasn't been seen or heard from since. tonight, friends and family of eric garcia gathered together. garcia is a pastor and a member of the mongold motorcycle club.

work the next day but never did. >> i knew something was wrong when he wasn't there the next morning. >> reporter: he doesn't have his heart medication with him. >> his lungs will start filling up with fluid. and basically, will drown from the inside-out. >> reporter: garcia's family would not comment on his ties to the motorcycle club. only that they will pursue all leads to find out what happened. >> i went through everywhere in my head. >> reporter: the family has been walking around this neighborhood, passing around flyers, as well as posting them on store windows. if you think you've seen him, call the san jose police. new details into the death of a bay area man. officials in lafayette says the drowning of scott olson over labor day was an accident and they closed the case. his body was found a week later. "the mercury news" reports the

autopsy results that shows when olson drowned, his blood alcohol content was 0.23. that level of alcohol is almost three-times the legal driving limit. he was attending cal poly. new news on a man who tried to kidnap a girl from an elementary school. bradley mrazek was facing several charges relating to that kidnapping case last week. now, he's facing another 18 counts for allegedly hiding in a daily city bathroom where he tried to take pictures of girls. mrazek is being held without bail. he's due back in court for a plea in the san mateo case on october 10th.

the first official debate of the 2012 election is one day away. workers in denver prepared the arena for its place in history. president obama and gop candidate mitt romney step on stage tomorrow night. it will be their first face-to-face meeting in nearly five years. both candidates have taken the debate seriously. romney aides brought two podiums into his hotel conference room for a mock debate. not only is he spending long hours in practice sessions. but he's memorizing a series of zingers to criticize the president. president obama has five mock debates under his belt. he's been practicing under senator john kerry. the president's goals are to keep his answers tight and be aggressive without overdoing it. a new poll in "the wall street journal" shows nearly 40% of registered voters say the upcoming debate are extremely or quite important to help them
